One thing I've found that causes this issue is that there are actually *two* keypads active during a call. There's the one with the white background, which you get to by tapping the phone app and tapping 'keypad' in the bottom row. Then there's the one with the black background that pops up when you make a call and then tap 'keypad' from the second of the six options in the center middle of the screen.

This may not be the issue you are having, but it does account for some instances when this happens. Cheers.
It’s crippling to see the iPhone keyboard disappear when you want it. Some bug can keep the iPhone keypad invisible – and just when you need it, you might see that it’s missing.
From what I’ve gathered, the problem can occur due to a variety of reasons most notably three: the iPhone is still connected to some Bluetooth keypad, or there’s some problem with an app or ill-fated software update. There are some tried and tested solutions that can help you bring back the missing software keyboard on your iOS device. Let’s give them go to cut the chase! Clash of queens game. The first thing you should try to resolve this issue is to reboot your device. Simply press and hold the Home and power ON/OFF buttons at once for about 10 seconds until you see Apple logo on the screen.
To hard reset your iPhone 7/7 Plus, you need to press and hold the volume down button and ON/OFF button simultaneously. (Related: How to reboot iPhone/iPad without power On/OFF button.)
To reset your iPhone 8/8 Plus or later, press and release Volume UP button, press and release Volume DOWN button, and then press and hold the side button.
If you connected your iPhone to some Bluetooth device – notably the keypad – and then did not disconnect it, there’s a strong chance that the iPhone still thinks that it shouldn’t show the keypad.
The one way to fix this is that you switch off the Bluetooth. Maybe to reboot your iPhone once too just to be sure. Does this fix the issue?
If none of those above solutions have worked in resolving the problem, restore your device using iTunes. Make sure to back it up before going for the kill.
Connect your device to computer → launch iTunes → select the device → click on Restore iPhone/iPad and confirm.
